REP-sf’s policy platform:

the Citywide People’s plan in action

The Race & Equity in all Planning Coalition and its members are leading with our community expertise to actively work on legislation and programs that push forward the innovative solutions from our Citywide People’s Plan. Our organizers and community members are making these policies a reality every day, despite ever-present obstacles including the City’s misguided prioritization of market-rate housing, the takeover of the City’s political agenda by corporate interests, and the myriad of conditions that make it so hard for working-class people to live in San Francisco. We relentlessly push through these challenges, to ensure that our communities can live in affordable, dignified housing and to make our collective vision for the City a reality. Here is REP-SF’s policy platform:

Affordability First: We must prioritize affordability and equity in all our housing policies by:

  • Expanding funding and tools to create affordable housing at a scale that meets current needs and makes up for historic deficits; and by

  • Rezoning for affordable housing, while making sure residents are able to stay in the city.

Claiming Space for Community: Expanding community control is essential for stability and is achieved by:

  • Buying existing buildings, including vacancies;

  • Landbanking, that is, acquiring land now while it’s less expensive; and by

  • Ending developer giveaways.

Better Neighborhoods, Same Neighbors: We want to stay in the communities we call home and lead in expanding our opportunities by:

  • Furthering and enforcing anti-displacement protections for tenants & small businesses; and by

  • Focusing on People-centered Planning, leading with our community expertise.

REP-SF’s Citywide People’s Plan is a visionary roadmap to housing justice in San Francisco. REP-SF organizations have written community development plans for decades and they are routinely ignored by city planners. These community plans are rooted in people, in identity and culture, and principles of inclusive and holistic planning. REP-SF combines, for the first time, decades of community development plans with the expertise of grassroots leaders from nearly 40 San Francisco-based nonprofits, cultural districts, and neighborhood groups and coalitions.

The Citywide People’s Plan is a roadmap for housing justice rooted in racial, social, and economic equity with an extensive “Action Plan.” The Citywide People’s Plan reflects our communities’ expertise, both technically and because of our lived experiences of gentrification, urban renewal, and displacement.

Highlights of the Citywide People’s Plan ensures:

  • We lead with community expertise!

  • The City puts affordable housing first!

  • The City makes equity goals real!

  • We define affordable!

  • We protect our communities from displacement

  • We promote community ownership of land

REP-SF’s Citywide People’s Plan is our blueprint for creating new systems for housing and land use that will ensure an equitable San Francisco for our communities now and for generations to come.
